Bump semgrep version to 0.98.0

What does this MR do?

• Updates Semgrep version to 0.98.0(Changelog)
• Exclude version property from the semgrep_rules_check diff operation so that for every version bump, we need not to change the test reports.
• Exclude fingerprint property present inside [result].extra{} from the semgrep_rules_check diff operation as its value is not consistent across vulnerability findings.
