Update mono and golang dependencies
What does this MR do?
Mono has been updated from v6.8 to v6.10, which should be included in this analyzer. Also, there's a docker image built on top of debian buster slim, so this MR attempts to utilize this version of Debian as a base.
Finally, there are updated golang dependencies. Those are brought in as well.
