Draft: Experiment to try an ubuntu base image
What does this MR do?
This MR attempts to put the security-code-scan on an Ubuntu base image. I've discussed the reasoning behind it with @amarpatel.
This is a sole experiment to see if the tests still run with a modified Dockerfile. It's not intended to be merged.
