chore: Update Dependencies

What does this MR do?

This MR updates the following dependencies:

• Update Dependencies:
  • Update gitlab.com/gitlab-org/security-products/analyzers/ruleset/v2 version [v2.0.8 => v2.0.9]
  • Set the Go version to v1.21 to keep it consistent with docker images
  • Update Docker FIPS image [v1.21.5 => v1.21.9] (Reference)
• Refactor: Moved BAP analysis CI job section into a separate template under .gitlab directory. (Uses include:local CI directive)

NOTE: These MR changes contribute to the last version of v5.x
