Add Vishwa Bhat into the Maintainers list
What does this MR do?
Having contributed and reviewed multiple MRs in this project and with an apt understanding of Gitleaks engine, I'm confident enough to take up the maintainership of this project. It would also ease the load on the existing maintainers too. This MR adds me( @vbhat161) to the maintainers' list.
