Add a primary identifier from NodeJS Scan rule name

This identifier is generated using a static mapping table that we have to maintain on our side, following this proposal: https://gitlab.com/gitlab-org/gitlab-ee/issues/7510#note_111266649

Each time we'll update upstream project we'll have to check for changes on the rules.xml DB and add the missing one to our mapping table.
