Bump urfave/cli with common to v2.3.0
What does this MR do?
Bumps common to include migration from urfave/cli/v1 to urfave/cli/v2
FYI: In addition, with gitlab-org/gitlab#285126 (closed) where we were creating disrepancies between the scannerID and the ruleset mapping, so when possible I thought I would tack that minor change onto these MRs
NOTE: This currently depends on !10 (merged) since I'd prefer to add some tests prior to this change and we depend on the fixtures added with that MR.
