Update project to Go 1.16.2

What does this MR do?

Update: now targeting Go 1.16.2.

Now that the first Go 1.16 point release is available (.1), it seems like the right time to add support for it to this project.

This should help with: gitlab-org/gitlab-development-kit#1159 (closed) also.
