Draft: Build license-finder:removed image

What does this MR do?

Build license-finder:removed, to be used in the latest version of the License Scanning CI template.

This image always fails with an error message explaining how to upgrade to the new License Scanning, or restore the old one.

DO NOT MERGE! We need to keep the default branch so that we can release a patch if needed.
