Republish image w/ major number automatically

What does this MR do?

Remove when: manual condition from the major job of the deploy stage, so that deployment of new releases is no longer blocked. It's particularly important since it takes about an hour to run the pipeline, and project maintainers might not be around when it's time to trigger the manual major job.
