What does this MR do?

Upgrade helm to major version 3 This is needed to allow kubesec scans of helm charts that have been created with helm 3. (Chart apiVersion 2)

 Found project in /builds/spectrm/services/ssendbot
 An error occurred while running helm template.
 Error: apiVersion 'v2' is not valid. The value must be "v1"
