fix: Log dependency fetching errors when they occur
What does this MR do?
We previously failed to log errors when raised unless debugging mode was enabled. We should output errors on fetching dependencies regardless.
We have enough in-flight changes to gosec we are squeezing into %14.0 so I'm throwing this one in %14.1
