Revert cargo lockfile parser changes
What does this MR do?
Changes to lockfile cargo parser did not have a CHANGELOG entry and thus got tagged incorrectly. This needs to be reverted and resubmitted with a CHANGELOG.
The idea is to merge this MR which will trigger a release and change the tag and images to the code that was at 5.2.16 and then re-release these changes with a CHANGELOG entry for version 5.3.0.
