Draft: Merge distroless UBI to canonical

What does this MR do?

Bring the changes from gitlab-org/cloud-native/distroless/gemnasium to the canonical repository.

This beings in a shift to ubi-micro as the basis for the final images. These changes include inherent changes for multi-stage builds, and attempt to minimize contents of the final image.
