Replace zulu-21.0.79 (early access) with zulu-21.28.85 (LTS)
What does this MR do?
This merge request replaces the early access version of Java 21 with an LTS version. I confirmed that master was broken by pushing a dummy commit in this merge request before bumping the Java version. Fixing the broken master has been prioritized but follow-up work is needed to determine why the EA version of Java started causing the build to fail.
