Draft: Copy templates from ci-templates except go.yml

What does this MR do?

Copy templates from ci-templates except go.yml.

This makes it possible to iterate faster, and to introduce changes that would be breaking changes for:

• Analyzer projects maintained by groupstatic analysis. See gitlab-org/security-products/ci-templates!270 (comment 954097465)
• v2 of gemnasium, gemnasium-maven, and gemnasium-python
