Change the variable which controls updates of gemnasium-db
What does this MR do?
This MR renames GEMNASIUM_DB_UPDATE to GEMNASIUM_DB_UPDATE_DISABLED.
Follow-up: update gemnasium-maven and gemnasium-python once this has been tagged, so that all 3 analyzers behave the same way.
