What does this MR do and why?

Update readme.md:

  • Add Java to the Static reachability supported languages
  • Change DS_STATIC_REACHABILITY_ENABLED status from Beta to GA

These changes indicate that the dependency scanning tool has expanded its capabilities, particularly for Java-based projects, and has completed development of a feature that analyzes which parts of code dependencies are actually used in a project.
