Upgrade `gitlab-styles` gem to 9.2.0

What does this MR do?

In prepartion for the upgrade to Ruby 3.1, we will need to upgrade gitlab-styles to version 9.2.0 since it will allow rubocop to run after the upgrade. This MR upgrades the gitlab-styles gem to version 9.2.0, and fixes all autocorrectable offenses. The remaining offenses have been disabled, and can be autocorrected at a later time if required.
