Revert changelog entry for 4.6.25

What does this MR do?

This MR removes the incorrect changelog entry for 4.6.25 that was added by Bump gcs version to 4.6.25 to fix failing pipel... (!2913 - merged) and Pin console gem to 1.16.2 [v4.x] (!2912 - merged)

The incorrect changelog entry was created due to the following bug: Container Scanning generates incorrect changelo... (gitlab-org/gitlab#396829).
