Use the latest available ruby for builds
Why is this change being made?
The docker-stable_ruby is being replaced with docker-stable_latest: gitlab-org/security-products/dependencies/build-images!10 (merged).
This MR changes to the new image, which uses the latest ruby available instead of 2.x which is now unsupported.
