Why is this change being made?

This change is to provide more context for the composition analysis team to understand the code better. It adds documentation on:

how the EE Trivy database is generated from various sources
steps to update scanners on a monthly basis

Closes Documentation of how Container Scanning is buil... (gitlab-org/gitlab#387914 - closed)
