Why is this change being made?

This is a fixed version of the reverted change: !2714 (merged) (MR !2708 (merged))

The problem with the approach that failed was that we did not add ee into spec.files in gcs.gemspec. This MR adds ee so that it is fixed.

Auto-remediation and Vulnerability Allow List will be part of ultimate and hence class/module related to those are moved to ee directory.
