Why is this change being made?

All schema versions below 14.0.0 will be deprecated. This brings it up to a maintained version.

It also ensures that dependent projects (such as https://gitlab.com/gitlab-examples/security/security-reports/-/blob/master/.gitlab-ci.yml) have an up-to-date report to use.
