Provide reviewer with changelog link

Why is this change being made?

To aid the assignee with reviewing scanner update merge requests, this change adds some additional instructions to the merge request description.

• The assignee is asked to review the changelog for the new scanner version and is provided with a link.
• The assignee is also asked to ensure that integration test pipelines are passing.

I think these actions provided us with reasonable expectation that the scanner update won't break the analyzer and is safe to merge.
