Why is this change being made?

Update danger-bot to v0.10.0 so that it correctly handles the new type labels added in gitlab-org/security-products/danger-bot!22 (merged).

This was mistakenly released as v0.10.0 rather than v0.0.10 but we are keeping the erroneous version for now.
