Fix bug in ruleset package preventing disablements from being enforced

What does this MR do?

This MR fixes an issue for the disable ruleset flag bug @theoretick discovered.

Previously disablements were triggered only by the presence of a rule definition within the custom ruleset file. Instead, we should only disable based on the presence of disable = true
