Add danger-bot to common project

What does this MR do?

The purpose of this MR is to add danger-bot for common project. We have already added danger-bot for all analyzers. In the MR, we are going to add shared danger rules for common project. As common does include includes-dev/analyzer.yml files, we need to add danger-bot manually.
