Fix primary identifier bug

What does this MR do?

Fix primary identifier bug by upgrading report/v6 version [v6.2.0 => v6.2.1]. This ensures that the "primary identifier" containing type: clangsa_id is always the first element in vulnerabilities[].identifiers[].
