What does this MR do?

upgrade from ruby 2.5 to ruby 2.7
upgrade from Bundler 2.0.1 (installed as a Debian package) to Bundler 2.1.4 (now included in the image)
use ruby:2.7-slim (Debian Buster Slim) as a base Docker image
install git since it doesn't come w/ Debian Slim

This is the maintainer copy of !37 (diffs), opened by @J0WI.
