What does this MR do?
Upgrade to VET version 0.15.0. This MR depends on the following MRs:

✔ https://gitlab.com/gitlab-org/security-products/post-analyzers/tracking-calculator/-/merge_requests/40 -- this changes is required so that tracking-calculator can digest the latest report format that differentiates between scanners and analyzers
