Add multi-project qa test for Bandit

What does this MR do?

Adds a multi-project QA test for bandit. Test branch: https://gitlab.com/gitlab-org/security-products/tests/python-pip/-/tree/multi-project-281575. Note due to the protected branch restrictions on the test project I was unable to push to a FREEZE branch. No changelog needed as this does not change the source.
