What does this MR do?

Add a CI job that is triggered by a scheduled pipeline to run monthly on the 1st.

This job would create issues for both fips and non fips vulnerabilities and remove the reliance on dev team to manually run.

What are the relevant issue numbers?

Part of implementation for this thread.
