Add a common README and a README template for analyzers

Ahmed Hemdan requested to merge add-common-readme-and-a-readme-template-for-analyzers into master

This merge request adds the following:

  • A common README, which includes a set of instructions on running, building, testing, and debuging an analyzer.
  • A README template to be used for all analyzers moving forward (which in turn points to the common README above).

Resolves gitlab-org/gitlab#419042 (closed) partially.
