Add ordering data

I noticed the emoji selector in the GitLab UI seemed somewhat randomly ordered, and in order to change the order in which they're displayed, it would appear this library is the best place to start. I tried to employ the same approach that I already saw being used in this repo, and vendored in a text file I found from the Unicode web site.
