refactor(rate_limit): inline single-use eval_incr_script helper

What

Inlines the eval_incr_script helper into incr_with_ttl since it was a single-use thin wrapper around INCR_SCRIPT.eval.

Why

Follow-up nit (the Lua cost-aware INCR work). The helper added a layer of indirection without abstracting anything meaningful — the call site is now a one-liner that reads just as clearly.

Test plan

  • CI green (existing rate_limit specs cover this path)
