Consolidate and improve FIELD_STANDARDIZATION.md

Context

The inline "HOW TO FIX" guide in .labkit_logging_todo.yml duplicated content from doc/FIELD_STANDARDIZATION.md. The doc was also missing lifecycle sections and did not follow the GitLab documentation style guide.

What's in this MR?

  • Rewrite doc/FIELD_STANDARDIZATION.md for style guide compliance and add missing sections for the full field deprecation lifecycle (deprecate, fix, remove)
  • Replace the inline HOW TO FIX block in the generated todo header with a link to the doc
  • Update the CI error output URL to link directly to troubleshooting guidance

Follow-up

After this MR merges, the .labkit_logging_todo.yml header in gitlab-org/gitlab updates automatically when any developer runs LABKIT_LOGGING_TODO_UPDATE=true bundle exec rspec.
