chore(deps): add support for google-protobuf v4

As mentioned in https://protobuf.dev/support/version-support/, google-protobuf v3 reached end of support on 2025-03-31.

Relax the dependencies to allow for google-protobuf v4 and regenerate the Protobuf to work with v4.
