Send all test tooling alerts to test-tooling-alerts by default

What does this MR do and why?

Update gitlab_quality-test_tooling to send all notification to a channel defined in SLACK_ALERTS_CHANNEL env variable. Default to #test-tooling-alerts channel.

This is a follow up for !341 (merged). Missed that channel for exceptions was defined in GitlabClient. This is needed to send exceptions from gitlab_quality-test_tooling to separate channel rather than to channels like e2e-master-run.
