Update activesupport to latest version

What does this MR do and why?

activesupport version has been restrained in Constrain activesupport to <7.1 and other fixes (!135 - merged), however we still need it for Rails 7.1.1 upgrade.

This MR updates the activesupport version, locks the ~> 7.1 one and fixes the tests
