fix: activesupport require Ruby version >= 2.7.0

What does this MR do and why?

The .gitlab-ci.yaml template file still uses the Docker Ruby image 2.4, but activesupport, a requirement for gitlab-triage, requires ruby => 2.7

Merge request reports
