Added note to Date condition, and example to Ruby condition

What does this MR do and why?

Updates README.md and adds a note about the closed_at attribute to the date condition, and a Ruby expression example to the ruby condition section. Issue #123 can't be completed currently as the Issues API doesn't support querying by closed_at.
