Add Engineering Productivity as codeowners

Context

While working on !114 (closed) (because of gitlab-org/gitlab#356738 (closed)), I noticed that there was no code owners for this project.

What does this MR do?

Add EP team as CODEOWNERS.

Maybe it's not supposed to be the case. In this case, feel free to close this MR.
