Problem

The Cop/WithoutReactiveCache (added in !33 (merged)) is specific to gitlab-org/gitlab and potentially has no use outside of the canonical repository.

Proposed

Move this cop rule to gitlab-org/gitlab as Gitlab/WithoutReactiveCache (🆕 namespace!)
