Draft: add timeout and options for failure processing

This is a draft implementation for the issue https://gitlab.com/gitlab-org/gitlab-mail_room/-/issues/20 . It's just a POC MR that definitely needs more work/input. At the moment only addresses sidekiq

Helm chart will need to be adjusted whenever this is implemented to reflect changes and allow for faster failure detection.
