What does this MR do and why?

https://github.com/kivikakk/comrak/pull/519 and https://github.com/kivikakk/comrak/pull/521 added support for GitHub and GitLab style alerts into comrak. This MR updates our gem to use that version and updates the dingus.

Numbered steps to set up and validate the change are strongly suggested.
