Bump Puma version

sh-drop-puma-runtime-dep into master

Use a Puma version >= 5.6.4 to fix outstanding CVEs. We just merged Puma 5.6.5 in GitLab Rails in gitlab-org/gitlab!95987 (merged), so let's use the same version there.
