Don’t cache :control if a user is not trackable

This resolves an issue for experiments that are not user centric.

We have an experiment that is sticky per project, and we see some of the experiences that were assigned to the candidate getting shifted to the control. This is the only case that can cause that, so we're removing the concept of caching the control when excluded via tracking logic.
