Skip integrations category if author is an integrations reviewer

What does this MR do and why?

This change is to only surface Danger ~"group::integrations" reviewer recommendations when the author of the MR is not an integrations reviewer themselves.

If the author is an integrations backend reviewer, we still show the reviewer recommendation if there are frontend changes and vice versa.
