Fix Import and Integrate reviewer matches

What does this MR do and why?

Roulette matches for Import and Integrate are currently not selecting any reviewer (example: gitlab-org/gitlab!188880 (comment 2462051073)).

This MR updates Roulette to be compatible with the latest JSON data from https://gitlab-org.gitlab.io/gitlab-roulette/roulette.json.
